WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.

SAN FRANCISCO (AP) — The number of western monarch butterflies overwintering in California dropped by 30% last year, likely due to how wet it was, researchers said Tuesday. Volunteers who visited sites in California and Arizona around Thanksgiving tallied more than 230,000 butterflies, compared to 330,000 in 2022, according to the Xerces Society, an environmental nonprofit that focuses on the conservation of invertebrates. Scientists say the butterflies are at critically low levels in western states because of destruction to their milkweed habitat along their migratory route due to housing construction and the increased use of pesticides and herbicides. On the eastern side of the Rocky Mountains, another monarch population travels from southern Canada and the northeastern United States to central Mexico. Scientists estimate that the monarch population in the eastern U.S. has fallen by about 80% since the mid-1990s, but the drop-off in the western U.S. has been even steeper.

New Mexico is the first state to partner with Google for such an endeavor, state officials said, noting that the payoff could be significant in terms of curbing losses and saving municipalities and ratepayers money over the long term. The water plan notes that some systems in New Mexico are losing anywhere from 40% to 70% of all treated drinking water because of breaks and leaks in old infrastructure. “We don't need to make that choice between safe drinking water and your business," the governor said. One proposal calls for funneling another $100 million to the state water board to disperse for shovel-ready projects. (AP) — Federal wildlife officials announced Wednesday they will consider adding 10 new species to the Endangered Species Act, including a big bumble bee that serves as a key pollinator across the United States. Fish and Wildlife Service officials said they had completed 90-day reviews of petitions to add the species to the list and determined that listing may be warranted. Fish and Wildlife Service in 2022 to include the bee on the Endangered Species List. The agency included Eastern hellbenders who live in Missouri on the Endangered Species List in 2021. More than 1,300 species are listed as either endangered or threatened in the U.S. under the Endangered Species Act.

In a move that may soon be replicated elsewhere, the Gila River Indian Community recently signed an agreement with the U.S. Army Corps of Engineers to put solar panels over a stretch of irrigation canal on its land south of Phoenix. “This was a historic moment here for the community but also for the region and across Indian Country,” said Gila River Indian Community Gov. The idea is simple: install solar panels over canals in sunny, water-scarce regions where they reduce evaporation and make renewable electricity. Federal and state wildlife managers confirmed Thursday that the endangered female wolf has traveled north of Interstate 40 and beyond a recovery zone that spans parts of southwestern New Mexico and southeastern Arizona. Both state and federal wildlife managers said they were monitoring the wolf’s movements and have yet to decide whether it will be captured again and relocated. Fish and Wildlife Service to remove all Mexican wolves north of Interstate 40, even in cases where the wolf causes no inconvenience or loss. ENGLE, N.M. (AP) — While the average lifespan of North America's largest and most rare tortoise species is unknown, biologists have said it could span upward of a century. The “safe harbor agreement” will facilitate the release of captive tortoises on the Armendaris Ranch to establish a free-ranging population. The tortoise is just the latest example of a growing effort to find new homes for endangered species as climate change and other threats push them from their historic habitats. Absent a willingness by wildlife managers to think more broadly, he said, species like the Bolson tortoise could have a bleak future. That work will include getting state and federal permits to release tortoises outside of the enclosures on Turner lands.

Spiritus has built a novel approach to direct air carbon capture that relies on a material that absorbs carbon dioxide passively. When the lung-like "fruit" have been collected from the carbon "orchard," they will be put in a container, where low heat will be applied to remove the carbon dioxide. That's important because while carbon dioxide levels in the atmosphere are at record high levels, carbon dioxide is still diluted and makes up a relatively small percentage of the air. That third component — economical — is critical in the direct air carbon capture field, and is part of what drew Khosla Ventures to make its first direct air capture investment in Spiritus. "We're able to remove about 1,000 times more carbon dioxide than a forest can.
